A Special THANK – YOU NOTE to ALL that supported LARRY WILMS,

for WARD 2 COUNCILMAN, CITY OF BELLA VISTA, in Yr-2022 General and Run-Off Elections.


Thank you for the confidence in my first 4-year term representing your values for the

direction that our young City should be moving. We have a very complex layered

“governance” resulting in the Bella Vista Village POA owning and operating our ‘amenities’

(including Water), Cooper Communities Inc retaining active & firm control of the ACC

(Architectural Control Committee) which has overseen existing and new Aesthetics of building

exteriors since the Yr-1965 beginning, and then the City established by residents in 2006

general election in order to have LOCAL GOVERNANCE and affording wide statutory control and

responsibility, and for other matters. A 4 th entity is Village Wastewater Company that operates

a private non-profit sewerage collection and treatment facility established to permit

development on un-suitable lands for septic systems and serving a limited customer area in

City.


Your attention to Candidate values and principles will {in my opinion} afford continued

growth while maintaining the values that brought the vast majority of current residents to Bella

Vista initially. The city, even with sometimes onerous rules by some entities, has a special

charm and character unique to the Northwest Arkansas larger metro community. Thus,

making it a very desirable place to live and raise a family, despite some of its layered shortfalls

and layered 3 rd party requirements. In my opinion, you have chosen a slate of public officials

that will continue moving forward managing our growth (which is inevitable), while continuing

to focus on quality of life and stability for our current and future residents. I will continue to

work at finding solutions to permit desired local business growth and expansion. A key factor

is that the original Developer still owns and controls much of the lands convenient and suitable

for business growth purposes that have public water and sewer service available.

Please continue to communicate with me and your six other elected officials on issues

that impact you directly or indirectly in order to provide guidance to them on how best to

address future issues and to govern and direct the city growth into the future.
